About BDS

BDS is the trading name of Owen Williams, a contaminated land practitioner with over 20 years’ experience as both a regulator and consultant.  Now, as an independent advisor, Owen provides a range of technical services that successfully delivers practical solutions to complex environmental liabilities. 


Owen is a Specialist in Land Condition (SiLC 1808b), a Suitably Qualified Person (SQP 0097) under the National Quality Mark Scheme, a Qualified Person (QP 436) for the Definition of Waste: Code of Practice, and is chartered with three institutions (Chartered Institution of Water and Environmental Management, The Science Council, and the Society for the Environment). 


Owen has particular experience in environmental liability cost forecasting, developing site-specific strategies that unlock a site’s true potential, formulating risk transfer solutions, expert witness work, and human health and ground gas risk assessments of contaminated sites. 


Owen is the founding Chair of the Ireland Brownfield Network, regularly chairs Brownfield Briefing conferences and is a lead author on Ireland-specific contaminated land good practice guidance documents.
